川崎医科大学（以下，本学）の教育の質保証と質向上の根幹となる内部質保証システムの構築と実質化に向けた取り組み及び展望について報告する。第３期機関別認証評価の受審に先立って，医学部，大学院，大学の自己点検・評価を行い，これらを踏まえて，内部質保証システムを改善するとともに，「2022点検・評価報告書」を作成し，これに基づく実地調査を受審した。今回構築した内部質保証システムの特徴は，本学の教育研究活動が中期目標・中期計画及び単年度事業計画に基づく実施とそれに対する点検・評価から改善のプロセスが継続的に可能となるように，法人の一部を含めた PDCA サイクルとした点である。教学マネジメントを有効に機能させるために，大学，医学部，大学院のそれぞれの運営委員会の関係を明確にする組織改革を行い，内部質保証に責任を負う大学運営委員会と内部質保証の推進に責任を負う「内部質保証推進会議」が連携する構成にした。さらに，「内部質保証推進会議」の下に「自己点検・評価委員会」を設置し，この下に「点検実行委員会」，「事業計画点検委員会」と「学修成果・教育プログラム点検委員会」を配置した。これら５つを Quality Promoting Unit（QPU）と称し，これが一体となって本学全体の自己点検・評価から改善のためのアクションプランを策定する。この大学運営委員会と QPU による点検・評価から改善に至る一連の組織的な手続きを「課題解決の PDCA サイクル」とし，このサイクルを有効に稼働させるために各種のツールを作成して，改善を推進した。今回構築した内部質保証システムは，実地調査において「複雑な対応ができるシステム構成」との評価を受けた。実地調査後の大学基準協会からの評価は，前回の受審に比して上昇し，受審に向けた取り組みによって改善が進んだと自己評価できる。今後は，QPU を中心に「2022 点検・評価のロードマップとマイルストーン」に従って質保証の実質化を推進し，国際基準の医学教育を提供していく。 |

This study investigates the efforts and prospects for the establishment and realization of an internal quality assurance (IQA) system as the basis for assurance and improvement of the quality of education at Kawasaki Medical School. Prior to undergoing examination of the third cycle of Institutional Certified Evaluation and Accreditation, we conducted self-study of the faculty of medicine, the graduate school, and the university. Based on the results, we improved the current IQA system, and conducted an on-site investigation based on the“2022 Self-Study Report.”
The characteristics of the newly-established IQA system, which was defined as a“Plan-Do- Check-Act”(PDCA) cycle are as follows. The educational and research activities of the university can be implemented based on the Shool Medium-term Goals, and Plans, and single-year business plans. The PDCA cycle includes part of the educational foundation, Kawasaki Gakuen, so that the process of inspection, evaluation, and improvement can be continuously performed. To ensure the effective functioning of academic management, organizational reform was conducted to clarify the relationship between the School Steering Committee, the Faculty of Medicine, and the graduate school. The School Steering Committee, which is responsible for IQA, and the “Internal Quality Assurance Promotion Council”, which is responsible for promoting IQA were comprised so as to cooperate. Furthermore, the Self-Inspection and Evaluation Committee was established, under which the Inspection Executive Committee, the Business Plan Review Committee, and the Learning Outcome and Educational Program Review Committee were placed, under the Internal Quality Assurance Promotion Council. These five entities are referred to as the Quality Promoting Unit (QPU); together, they create an action plan for improvement based on the institution-wide self-study results. This series of organizational procedures from inspection and evaluation to improvement by the School Steering Committee and QPU is defined as“the PDCA cycle for problem-solving.”To operate this cycle effectively, various tools were created and improvements subsequently promoted. The newly-established IQA system was highly appreciated as“a system configuration that can handle complex responses”in the on- site investigation. After such investigation, the committee proposal from the Japan University Accreditation Association indicated better evaluation compared to the previous examination, and it could be self-evaluated that improvements have been made as a result of the efforts toward taking the third cycle of Institutional Certified Evaluation and Accreditation examination in 2022. In the future, we will promote the realization of quality assurance centered on the QPU according to the“2022 Roadmap and Milestones for Self-study”and provide medical education based on international standards. |
